A little about what TAL is:
TAL is a site for RPing. The definition of Roleplay is "To assume the attitudes, actions, and discourse of another object." A Role-Play on TAL starts as a thread created by one person. Another member, or multiple members, will join the thread using his or her own character.

You should create your character so that you will have something to work with. When riders apps reopen, apply and if you get picked, all you have to do is change a few things. Makes it easier on the staff and on yourself.
